Patrick Pouyanné, Chairman and CEO of TotalEnergies, announced a significant milestone on May 20 in Luanda, alongside João Lourenço, President of Angola, Diamantino Azevedo, Minister of Mineral Resources, Oil & Gas (MIREMPET), Paulino Jerónimo, Chairman and CEO of ANPG, and Gaspar Martins, Chairman and CEO of Sonangol. They revealed the Final Investment Decision (FID) for the Kaminho deepwater project.
TotalEnergies, holding a 40% stake, together with its Block 20/11 partners Petronas (40%) and Sonangol (20%), has decided to proceed with the development of the Cameia and Golfinho fields. Located 100 km off the coast of Angola, in 1,700 meters of water, this development marks the first large deepwater project in the Kwanza basin. This FID was made possible through close collaboration with Agencia Nacional de Petroleo e Gas (ANPG).The Kaminho project involves converting a Very Large Crude Carrier (VLCC) into a Floating Production Storage and Offloading (FPSO) unit, which will be linked to a subsea production network. This FPSO is designed to minimize greenhouse gas emissions and eliminate routine flaring, with all-electric operations and full reinjection of associated gas into the reservoirs. Production is expected to commence in 2028, reaching a plateau of 70,000 barrels of oil per day.
Significantly, the project will generate over 10 million man-hours of work in Angola, particularly in offshore operations and construction at local facilities.
In conjunction with this announcement, TotalEnergies and Sonangol EP signed a Memorandum of Understanding (MoU) to collaborate on Research & Technology, focusing on decarbonizing the oil and gas industry, reducing methane emissions, and expanding renewable energy initiatives. TotalEnergies will support Sonangol EP in launching and operating its new Sumbe R&D center and developing the expertise of Sonangol’s research teams, with emphasis on reservoir geology, process electrification, and photovoltaics.
Patrick Pouyanné stated, “Building on our pioneering spirit and our long-term partnership with Angola, we are pleased to launch the Kaminho project with our strategic partners, Sonangol and Petronas, supported by the Angolan authorities. This project, which aligns with our investment criteria—breakeven under 30 $/b and carbon intensity of 16 kg CO2e/boe—will become our seventh FPSO in Angola and the first development in the Kwanza basin. We are committed to promoting innovation and low-carbon technologies, especially in reducing methane emissions and diversifying Angola’s energy mix.”
Diamantino de Azevedo highlighted the significance of the partnership, stating, “This collaboration between TotalEnergies, Sonangol, and Petronas is crucial for us. It creates a joint operating entity during the production phase and significantly involves national companies, contributing more than 10 million hours of local work.”
Paulino Jerónimo emphasized the project’s importance, noting, “The first development in the Kwanza basin’s maritime zone showcases new oil frontiers in Angola, supporting our strategy to keep Angola among Africa’s top oil producers and bringing vital revenue to our economy.”
Gaspar Martins reflected on the project’s impact, saying, “The final investment decision for the Kaminho project underscores the commitment of the Angolan government and our partners. It sets the stage for increasing national oil and gas production and revenue.”

Achieving FID for this development in the Kwanza basin reaffirms our commitment to delivering reliable energy and sustainable value to our stakeholders”
