Angolan President Inaugurates AOG 2025, Outlines Hydrocarbon-Led Vision for Economic Development

The President of the Republic of Angola, João Lourenço, today inaugurated the 2025 edition of the Angola Oil & Gas (AOG) conference in Luanda, presenting a clear vision for the next stage of the country’s economic development, led by hydrocarbons. Emphasizing the role oil and gas have played in national transformation, the Head of State highlighted that these resources will continue to strengthen the Angolan economy in the coming years.

“The oil sector has been decisive for our country’s growth. The exploration and production of natural resources have contributed to improving the living conditions of the Angolan people. Angola offers investment conditions that guarantee contractual stability, legal security, and investment durability. Cooperation between the public and private sectors, between international companies and local partners, will be essential to achieving our aspirations,” stated President Lourenço.

Held as part of the celebrations of Angola’s 50 years of independence, AOG 2025 recognizes the catalytic role that oil and gas have played in the country’s development, serving as a strategic platform for partnerships and agreements that will lay the foundation for the next 50 years of growth.

“Five decades ago, the Angolan people fought for their right to sovereignty. Over the years, the oil sector has been fundamental to the economy and development of our country. This is a time to celebrate, but also to reflect on how we can use our resources more effectively, finding the balance between economic growth, social justice, and environmental protection,” added the President.

The conference takes place in a year marked by significant milestones for the Angolan industry, in a context where companies are taking concrete steps to increase crude production, boost non-associated gas development, and open new frontiers across the oil and gas value chain. In the upstream segment, Angola started production from the Agogo FPSO, the Begonia field, and the CLOV Phase 3 project. A gas discovery was announced in Block 1/14 in the Lower Congo Basin, while exploration campaigns have kicked off in nearly all of the country’s onshore and offshore basins.

“Our current actions are focused on mitigating production decline and maintaining volumes above one million barrels per day. Since the last conference, we have completed several activities. We started the Agogo project, as well as developments in Blocks 17 and 17/06. These initiatives are complemented by exploration campaigns in new basins. Another project of great importance is the development of Kaminho,” stated Diamantino Azevedo, Minister of Mineral Resources, Petroleum and Gas of Angola.

In the downstream segment, Angola began production at the Cabinda Refinery on September 1, 2025. The unit adds 30,000 barrels per day in its first phase, with a doubling of capacity planned for the second phase. This is the second refinery in operation in the country and a project that will play a decisive role in reducing refined product imports and strengthening energy security.

“We are proceeding with the development of the Lobito Refinery, while also assessing the feasibility of the Soyo project. These initiatives position Angola as a new regional refining hub. We have also improved legislation regarding local participation in the industry. The commitment is to expand partnerships and create value for the people of Angola,” added the minister.
