Angolan President João Lourenço inaugurates Angola Oil & Gas 2025

Angolan President João Lourenço will officially open this year’s Angola Oil & Gas (AOG) conference, setting the stage for discussions as the country celebrates 50 years of independence in 2025. President João Lourenço’s participation in the event affirms the instrumental role that oil and gas have played over the past 50 years in Angola, with his insights paving the way for the next 50 years of accelerated economic growth.

Just one month before the industry meeting in Luanda, on September 3-4, stakeholders are preparing to discuss new strategies to accelerate Angola’s exploration and production objectives. With the goal of maintaining crude production above one million barrels per day (bpd) beyond 2027, while advancing non-associated gas development, refining and petrochemicals, AOG 2025 is expected to serve as a launch platform for new projects and investments. President Lourenço’s participation reflects the broader objectives of Angola’s government to engage international investors and accelerate the growth of Angola’s oil and gas industry.

AOG is the largest oil and gas event in Angola. Held with the full support of the Ministry of Mineral Resources, Oil and Gas; the National Agency for Petroleum, Gas and Biofuels (ANPG); the Petroleum Products Regulatory Institute (IRDP); the national oil company Sonangol; and the African Energy Chamber; the event is a platform for signing agreements and advancing Angola’s oil and gas industry. The next 50 years of Angola’s development will be defined by the government’s proactive approach to policy reform, international engagement, and local content. Under President João Lourenço’s leadership, Angola has implemented measures that have not only strengthened its attractiveness as an investment destination, but also created a more inclusive operating environment for local SMEs. The measures include the creation of upstream and downstream regulatory entities – ANPG and IRDP -, the development of policies such as the Incremental Production Decree, the Gas Master Plan and the Permanent Offer Regime, and the amendment of local content requirements that prioritize local services and contracts. These measures have enabled the award of up to 40 new concessions to operators since 2019 – including legacy operators such as Azule Energy, TotalEnergies, Equinor, Chevron and ExxonMobil, as well as new operators such as Petronas, Red Sky Energy, ReconAfrica, Petrobras, Shell and others – and accelerated exploration in frontier and onshore basins.

Recent developments in the sector demonstrate the success of these measures and the opportunity for greater production growth in Angola. In July 2025 alone, the country witnessed the commissioning of three new oil projects. Azule Energy began operations of the FPSO Agogo – located in the Agogo Integrated West Hub Development. The vessel joins the FPSO Ngoma, which is already in operation, increasing production to 175,000 bpd in Block 15/06. TotalEnergies began production at the Begonia Phase 3 Development and CLOV during the same month. Located in Block 17/06 and Block 17, respectively, the projects have a combined production capacity of 60,000 bpd. These milestones come at a time when the country is also targeting non-associated gas production. Angola made a gas discovery in Block 1/14 in the Lower Congo basin in July 2025, with initial revealed reserves estimated at one trillion cubic feet. The country is advancing with the development of its first non-associated gas project – led by the New Gas Consortium – with production scheduled for 2026. These projects promise a new shift in Angola’s oil and gas dynamics, offering opportunities for both production growth and broader economic development.

In this context, the AOG 2025 conference will boost Angolan projects, offering a platform for partnerships, deals and dialogue. President João Lourenço’s participation not only demonstrates the importance of the event, but also its role as a meeting point for the sector. Under the theme Angola at 50: Oil and Gas as a Development Factor, this year’s edition aligns closely with the government’s objectives of positioning the sector as a catalyst for long-term economic growth.
