Angola’s Minister of Mineral Resources, Petroleum and Gas of Angola Diamantino Azevedo reaffirmed the importance of the Lobito Refinery during a visit to the project site in early December 2025. Underscoring the role the project will play in diversifying the industry and reducing the dependency on fuel imports, Minister Azevedo highlighted that the project is a top priority, specifically for the national oil company Sonangol.
Situated in Benguela province, the Lobito Refinery has a planned capacity of 200,000 barrels per day and will be Angola’s largest refining facility upon completion. Progress continues to be made in the construction of the facility, with operations set to be start in 2027. The facility features a single-train refinery, built at a cost of $6. billion.
In addition to producing petroleum derivatives, Sonangol is preparing to conduct studies on the development of a petrochemical complex at the refinery. The complex aligns with broader goals of the country to enhance the production of fertilizers and associated products, supporting the development of strategic economic sectors such as agriculture.
