Oceaneering Launches West African Operations in Angola

Oceaneering Establishes Angola as West African Operational Hub

Oceaneering has designated Angola as its primary operational center for West Africa, the company announced during the Angola Oil & Gas 2025 conference. As a silver sponsor and exhibitor at the event, the engineering firm revealed that all subsea support, vessel management, and integrated digital services across the region are coordinated from its facilities in Luanda and Viana.

Leo Granato, Senior Vice President of Integrity Management and Digital Solutions, told Energy Capital & Power that the company’s comprehensive regional operations are managed from its Angolan bases. “We have the main hub for West Africa here in Angola,” stated Granato. “We also have our primary facilities, including our administrative office and all our business units,” he explained.

Oceaneering’s operations in Angola span a wide range of energy services. “We have our SSR group with ROVs and survey services, our OPG projects group managing vessels and diving, our products team, and our digital integrated management group,” detailed Granato. “We support subsea inspection and are now integrating digital solutions to enhance these operations.”

The company has maintained a presence in the country since the 1980s and currently employs approximately 640 local staff. “We work with local universities, schools, and technical institutions to develop internship programs,” said Granato, adding that the company’s training centers conduct cross-training and host international experts to develop local capacity.

Oceaneering’s focus on Angola as a regional hub is further reflected in its recent business developments. In mid-2025, the company secured an $80-90 million subsea services contract for ExxonMobil’s Block 15, through its subsidiary Esso Exploration Angola, spanning three years. This contract underscores Oceaneering’s expanding presence in the country and its strategic role throughout West Africa.
