Angola: Cabinda Refinery to Start Operations This Year

The Cabinda crude oil refinery is on track to start operations later this year in Angola, with the plant’s first phase expected to reach a production capacity of 30,000 barrels per day (bpd) by July next year.

Ata cost of $473 million, the first phase of the refinery will include a crude distillation unit, desalinator, kerosine treating unit and auxiliary infrastructure, and will produce naphtha, jet fuel, diesel and heavy fuel oil. The first phase will also feature a conventional float anchoring system, pipelines and a 12-million-barrel storage terminal.

Naphtha and heavy fuel oil will be exported to international markets while diesel and refined fuels will be used for domestic consumption as the country seeks to reduce its reliance on imported products.

Poised to supply 10% of Angola’s domestic fuel market, the Cabinda refinery is the most advanced of three new planned refineries including the Lobito and Soyo refineries. Meanwhile, upgrades to the country’s sole operational oil refinery, the Luanda refinery, are set to bump up gasoline production to 450,000 tons per year.

Engineering for phase 2 of the Cabinda refinery is expected to start by the end of the year and will double production from the Cabinda refinery to 60,000 bpd once completed.

The Cabinda refinery is a joint project between Gemcorp with a 90% share and Angola’s national oil company Sonangol, which holds the remaining 10% share.
